Funding sought for a huge tunnel project to keep Kuala Lumpur flood-free by chanelling excess river water to the sea off Klang. Proposed project currently in the conceptual stage. Tunnel would start from Jalan Jelatek, bypass the city, head to Petaling Jaya before reaching the sea. Completion targeted for 2004 or 2005. Pipe jacking method to be used. 48/01. Gamuda is about to commence work on the RM2.5 billion Stormwater Management and Road Tunnel (Smart) project aimed at alleviating some of the major floods in the Kuala Lumpur city area.In collaboration with MMC Engineering Group, Gamuda is undertaking the design, engineering, procurement, construction, installation, testing and commissioning of the integrated bypass tunnel and motorway. Visit www.gamuda.com.my 51/02. The SMART (Stormwater and Management Road Tunnel) project is a 9.7 km single-bore tunnel to divert Ampang river waters which cause stormwater overflow during the rain season. The tunnel will head for south of Kuala Lumpur following Jalan U Thant, Jalan Tun Razak, Jalan Chan Sow Lin and the Seremban Highway parallel to the old military airport. Wayss & Freytag and BAM NBM of the Netherlands won a 5.4 km section of it for €83 million from the client, contractors Malaysian Mining Corp. (MMC) and Gamuda. A Herrenknecht Mixshield TBM will be used, cutterhead diameter 13.21 m, inner diameter 11.83 m, concrete segments 500 mm thick. The TBM is under manufacturing at the moment for arrival in Malaysia scheduled for around Christmas. Delivery in Kuala Lumpur is planned for end-January. A three-month pre-assembly period will follow prior to excavation start expected in mid-May 2004. In the central part of the tunnel is a 2.4 km-long stretch with a dual purpose for flood mitigation and road traffic on 2 levels. The third level will accomodate utilities, ventilation, etc. The 5.4 km tunnel section awarded to Wayss & Freytag and BAM NBM includes 700 m of dual function. Visit www.wf-ingbau.de and www.bamnbm.nl The remaining 1.7 km for double function is part of the 4.3 km north tunnel section that will be built by Malaysian Mining Corp. (MMC) and Gamuda using a second Herrenknecht Mixshield TBM, also under construction. Visit www.mmc.com.my and www.gamuda.com.myTwo junction boxes are at either end of the dual-purpose 2.4 km stretch with 2 ventilation shafts in between. Kecom Sdn Bhd, the Malaysian branch of KEC Ltd of Korea, is one of the tenderers negotiating the supply of precast concrete segments worth RM100 million for the project. Visit www.herrenknecht.com 24/03.ACP Industries (ACPI) said its unit Associated Structural Concrete Sdn Bhd has won a RM51.2 million contract from Wayss & Freytag to supply precast concrete segmental lining for the stormwater management and road tunnel (SMART) project. The contract is for about 33 months. 32/03.Tuah, SMART's first 13.21 m-diameter slurry TBM, has begun boring on 4th June. Tuah spans about 70 m in length and weighs a hefty 2,500 tonnes. The Herrenknecht machine will be boring towards the north of the tunnel alignment, ending at the holding basin in Kampung Berembang. The name Tuah was selected through a naming competition launched in March. 95% of the tunnelling will be done using two TBMs with the rest by way of cut-and-cover method. The yet-to-be named second TBM is being assembled in the launch shaft, for boring start in August. The SMART (Stormwater and Management Road Tunnel) project is a 9.7 km single-bore dual-purpose tunnel. Visit www.smarttunnel.com.my and www.herrenknecht.com 27/04.

Hydro

COVEC, the China Overseas Engineering Group, has been awarded the EUR94.41 million Bheri Babai Diversion Multipurpose Project (BBDMP) by Nepal’s Ministry of Water and Irrigation. During the dry season the Bheri River flows at a speed of 79 cu m/sec. Irrigation of some 60,000 hectares of the Banke and Bardia regions will be possible by diverting water from the Bheri to the Babai. The project will also produce 480GWH/year of electricity from a hydro station which will require TBM construction of a 12 km-long water tunnel of 5 m-diameter and 4.2 m inside diameter. The TBM system requires a power supply of 4 MW using a diesel plant. The project is scheduled to be completed in four years. Sewer

Further to an invitation for registrations of interest (read E-News Weekly 8/2006), three contractors have been invited last spring by Watercare to participate in a tendering process for tunnel contract 4081 of the Hobson project. Those competing are a Fletcher Construction / McConnell Dowell Constructors joint venture, John Holland and a Multiplex / Zueblin joint venture. Following the shortlisting, a two-stage tender process has started. The first stage was successfully completed at the end of June, and tender documents were issued to potential contractors in early July with tenders scheduled for submission to Watercare in early October. The Hobson project includes a 3 km-long 3.7 m nominal internal diameter sewer tunnel approximately 20 m below sea level from Parnell to the Orakei Domain in Auckland. The tunnel will be excavated using pressurised face TBM in conjunction with a precast reinforced concrete segmental lining. It also includes shafts for access to the tunnel, sewer connections and a new pumping station, among other main associated works. It will connect the Orakei main sewer at Parnell with a new pumping station in the Orakei Domain, and will serve a large part of Auckland City. For more, visit www.water.co.nz 40/06.McConnell Dowell Constructors, in joint venture with Fletcher Construction, have been awarded the Hobson sewer tunnel contract by Watercare Services. The scope of work comprises a 3.7 m nominal internal diameter segment lined tunnel under Hobson Bay, approximately 3 km in length, from a purpose built launch shaft with a 10 m internal diameter and 36 m deep. The works also include a new pumping station, which will be 23 m in diameter and approximately 40 m in depth, complete with dry well, pumps, valves, etc. Included are two other vortex drop shafts, each approximately 30 m deep and 5 to 10 m diameter. The scope also includes demolition of the existing Orakei main sewer and connections into existing works. The project commences in May 2007 and has a duration of 32 months. A Lovat EPB TBM will be used. Click here. Visit www.macdow.com.au and www.water.co.nz 15/07.Lovat and contractor McConnell Dowell have recently signed a contract for the supply of a new RME131SE series 24400 earth pressure balance TBM that will be used in the construction of the Rosedale wastewater treatment plant outfall located in Auckland. This is the second Lovat TBM ordered by McConnell Dowell in 2007. Click here. The 3.3 m-diameter mixed face TBM will bore a total of 2,950 metres, with the final 550 metres being driven offshore. As a result, the TBM has been designed for recovery from a subaqueous shaft in the seabed. The groundwater table is estimated at 1 to 3 m below ground surface, with maximum water height above tunnel invert estimated at 18 metres. Maximum water and EPB pressure is anticipated at up to 4 bar. Geology along the tunnel alignment is characterized by the east coast bay formation, a Miocene marine sedimentary sequence, consisting of moderately weathered to unweathered sandstones, siltstones, and mudstones with probable cemented pockets and lenses of poorly sorted sand to boulder-sized conglomerate. The tunnel is expected to be entirely within the east coast bay formation. The TBM is scheduled for delivery in mid 2008. Visit www.lovat.com and www.mcconnelldowell.com 03/08.

Irrigation and Hydropower

Peru's investment promotion committee Proinversion has announced the six candidates already prequalified for a 40-year concession to build and operate the Olmos irrigation and hydro power project: Skanska; Impregilo; Norberto Odebrecht; José Cartellone; OHL-Züblin; and Suez, GTM Dumez and Bouygues. Proinversion expects two other offers from China Electric Power Technology Import & Export Corporation (CETIC) and the Construccií³n y Administracií³n-Hidalgo & Hidalgo-Conivial consortium. The US$245 million scheme requires to resume work on the US$60 million 14 km trans-Andean tunnel put on hold for lack of financing. A further 14 km is needed for completion and 6.2 km has been excavated to date. The tunnel will transfer water from the Atlantic basin to the Pacific basin. 38/02. Peru's investment promotion agency Proinversion has delayed the deadline to submit offers for the Olmos irrigation and hydroelectric concession in Lambayeque department to 11th December from 21st October, 2002. Planners hope the extension will allow more investors to participate in the proposal process. The date to select the concessionaire is set for 18th December and the government will finalize the contract by 30th January, 2003. Visit www.proinversion.gob.pe 44/02. Peru's investment promotion agency Proinversion has halted the bidding process for the Olmos irrigation and hydroelectric concession in Lambayeque for lack of interest. A new tendering will be launched under different guidelines. Interested companies were supposed to submit offers by 11th December. Construction was estimated to cost some US$245 million. A new scheme involves hiring a private concessionaire to invest US$112 million to develop and maintain a 41 m-high dam and 14 km tunnel. The new infrastructure is designed to pull water from the Huancabamba river to irrigate 57,000 ha of land. Visit www.proinversion.gob.pe 51/02.Investment promotion agency ProInversií³n and northern Lambayeque department authorities launched bidding for the Olmos irrigation and hydroelectric project. Works include developing phase one of the 37 m-high Limon dam, the 20 km Trasandino tunnel, of which 6.2 km has already been bored, and 32 km in irrigation canals. The infrastructure is designed to pull water from rivers in the Amazon river basin to irrigate land along the Pacific coast, and generate power. Previous estimates said the project would irrigate 57,000 ha of land and generate at least 150 MW of power. The government of Peru and Lambayeque will contribute US$77 million of the US$112 million project bill. Planners expect to award a 20-year concession on 28th November, 2003 with construction set for a 2004 start. Contact Cecilia Balcí¡zar Suí¡rez, tel. +511 6121200 (ext.1291), fax +511 4212838, e-mail cbalcazar@proinversion.gob.pe and visit www.proinversion.gob.pe/oportunidades/SA/sa014.htm 25/03.The concession for construction, operation and maintenance of the trans-Andean tunnel and the first stage of Limon Dam, both part of the Olmos scheme, is ready. To drive at least 70% of the tunnel, a double-shield hard rock TBM must be used. When the machine drives through rock which requires structural support and lining, reinforced concrete rings will be installed as a final lining against which the thrust cylinders will push to ensure the advance of the machine. The final diameter must not be less than 4.8 m in the sections where a selective lining will be installed. The cylinders will generate a thrust of at least 2,500t. The advance speed in hard rock shall not be lower than 6 cm/min. The machine will be equipped with a segment erector. The cutting head will be equipped with 17" hard rock discs able to handle 250 kN each. The machine will also be equipped with a system to investigate the ground ahead of the face. Progress will be allowed only after prior investigation of the ground to assess the risks in the next 30 metres. There will also be a refrigeration system to lower the temperature in the working zone (pilot compartment and back-up) to allow normal work conditions for the personnel and equipment. The TBM will also be equipped with a sophisticated piloting system to make sure the tunnel is driven with a tolerance of +/- 2 cm. The sections excavated with other methods and equipment must not exceed 30% of the total tunnel length, with no geological investigation of the ground. Visit www.proinversion.gob.pe 38/03.The six prequalified bidders for the construction, operation and maintenance under concession of the trans-Andean tunnel and the first phase of the Limon dam, as part of the Olmos project, are Norberto Odebrecht (Brazil); OHL (Spain); Andrade Gutierrez (Brazil); Consorcio Sudamericano including Hidalgo e Hidalgo (Ecuador), Construccion y Administracion S.A.C. (Peru) and Conevial Constructora e Inversiones (Argentina); Bouygues TP (France); and China Jiansu International Corporation (China). The underground works include support and lining in existing stretches of an access adit (1,908.74 m) and the east and west faces of the trans-Andean tunnel (4,301 m) as well as tunnelling, support and lining of the remaining 15,042.63 metres of the trans-Andean tunnel and tunnelling and support of a side adit (1,077.93 m). Visit www.provinversion.gob.pe 12/04.Brazilian contractor Norberto Odebrecht is the only bidder for the construction, operation and maintenance under concession of the trans-Andean tunnel and the first stage of the Limon dam, both part of the Olmos project which requires a water transfer scheme from the east part of the western side of the Andes through to the west part to irrigate land in Lambayeque district. The project will cost USD189 million. The concessionaire will finance USD112 million and the Peruvian government the remainder. The scheme will transfer 2.05 billion cu m of water per year and allow for the subsequent construction of a 600 MW power station and irrigation of 150,000 hectares of land. If the bid is approved, the concession contract will be awarded to Odebrecht but no date has been specified. Then, Proinversion, Peru's state promotion investment agency, will invited bids for the power station. Click pe/17 for more details on the underground works required in the first stage. Visit www.provinversion.gob.pe and www.odebrecht.com 14/04.Odebrecht won the 20-year Olmos irrigation project concession. Odebrecht asked to be paid the equivalent to USD0.0659/cu m to supply water. The company also pledged to provide USD77 million in financing for the project at 6.3% with a 15-year term, including a five-year grace period. The funds will be provided by the Brazilian government through its investment promotion agency Proex and the Brazilian National Bank for Social and Economic Development (BNDES). The construction of the irrigation project will create more than 10,000 direct and indirect jobs. Once all stages are complete, the Olmos project will supply up to 2,050 million cu m/year of water, have capacity to generate 600 MW of electricity and irrigate more than 150,000 ha for agricultural production. Work will start in six months at the latest. The project includes the excavation with a TBM of 13.8 km of a transandean tunnel.
